Using Earthmoving Machinery to Lift Loads? Here’s What You Need to Know in 2025
If you’re using excavators or other earthmoving equipment to lift or suspend loads, major regulation changes are coming into effect that will impact your worksite.
From 10 August 2025, new Work Health and Safety regulations will require operators to hold a High Risk Work Licence (HRWL) when using earthmoving machinery as a crane where the Safe Working Load (SWL) exceeds 3 tonnes.
What This Means for Your Business
If your team uses excavators or other machinery to lift and shift materials—loads over 3 tonne—you’ll need to ensure your operators are:
Licensed — either with a CN (non-slewing) or C2 (slewing) HRWL
Trained and competent — including appropriate experience and the SLELIC301 training unit if using slewing machinery
Following a Safe Work Method Statement (SWMS) — required for high-risk construction work

Before using earthmoving machinery for lifting tasks, you must:

Use only approved lifting attachments

Follow all manufacturer’s limitations

Ensure ground conditions and travel paths are safe
